What is the Emancipation Proclamation and why was President Lincoln reluctant to push this concept during the first year of the Civil War?
The Emancipation Proclamation was a policy that freed all the slaves that were living in any of the states that were fighting for the Confederate military in 1862. When states like Maryland decided to join the Union, the pressure to keep some of the other bordering states with the Union was high. If the bordering states seceded, the North military would have been in serious trouble. Lincoln did not want to push away these important states and that was why he would not push this policy early on in the Civil War.
