Earl Hancock “Pete” Ellis was a U.S. Marine Corps officer and World War I veteran and Intelligence Officer. Ellis was the author of Operations Plan 712: Advanced Base Operations in Micronesia. Operational Plan 712 was to become the basis for the American campaign of amphibious assault that defeated the Japanese in World War II. Ellis’ death is shrouded in mystery. Convinced that the United States and the Japanese Empire would eventually be at war in the Pacific Ocean, in early 1920’s Ellis embarked on a reconnaissance mission to Japanese possessions in the Pacific. He died under mysterious circumstances on the island of Palau. While some have theorized that Ellis was killed by Japanese authorities, who were suspicious of his activities, others claim that Ellis’ problems with alcohol may have caused health problems that contributed to his death.

Community police, also known as community oriented policing, can be can described as the system of allocating police officers to particular areas so that they become familiar with the local inhabitants. The general idea is that such proximity contributes trust between the police and the community. There are many positive aspects of community policing, including the expectation that a greater police presence can help deter crime. For example, the mere presence of the police may act to discourage would-be lawbreakers from illegal activities; more active measures involve educating the members of the community on crime prevention measures and the like. As the police adopt a more active role in the community and build trust, many believe members of the community may be more apt to cooperate with law enforcement in reporting crimes. Of course, there are some negative aspects of community policing. For example, substandard police officers may limit the effectiveness of such a program. Additionally, some members of the community may not accept an increased police presence, which could contribute to continued distrust of law enforcement. In light of the advantages and disadvantages of community policing, it is unclear whether such policies are effective. There are many variables that impact the success of community oriented policing, and weak aspects of a program may damage its overall chance of success.
