So often many citizens expect government to be a zero sum game. That the internal departments return an equal amount of labor or product for the expenses or taxes paid. But business is not the function of government. One function of government is the agreed upon method of citizens or those in power to provide services to the people that could not be ordinarily provided by themselves individually. Individuals cannot provide themselves an army, navy, fire department, or even many aspects of recreation. Unless unusually wealthy, no citizen can provide a park for baseball, basketball, fishing or just for folks to walk around. Most citizens are just too involved in making enough funds to provide for themselves. Therefore, expectations that each department has to have a net zero effect on government budgets is a fallacy from the start. A fallacy usually created by businessmen and women who judge efficiency from a different standard.
