Must government departments pay for themselves?
So often many citizens expect government to be a zero sum game. That the internal departments return an equal amount of labor or product for the expenses or taxes paid. But business is not the function of government. One function of government is the agreed upon method of citizens or those in power to provide services to the people that could not be ordinarily provided by themselves individually. Individuals cannot provide themselves an army, navy, fire department, or even many aspects of recreation. Unless unusually wealthy, no citizen can provide a park for baseball, basketball, fishing or just for folks to walk around. Most citizens are just too involved in making enough funds to provide for themselves. Therefore, expectations that each department has to have a net zero effect on government budgets is a fallacy from the start. A fallacy usually created by businessmen and women who judge efficiency from a different standard.
What is business?
Simple question with so many answers. One answer is business is the operations involved in an ongoing venture designed to make a profit. It is a simple explanation that can encompass the aspects of development, marketing, taxes, planning, managing, employing, and scheduling. Business is a very broad term that covers an even larger landscape of ideas and tasks.
What is the best management system?
This is a typical management question. So many systems are touted as being the best, open-door, walk-around, top-down, matrix and so many other derivations from the original concepts. The answer is there is no one best management system. The best management system is the one that works for you and gets the best results from those you work. Often you will change management systems during your work career based on the job requirements or the people you engage. Be flexible. Learn as many of them as you can and apply them as needed.
