The two facets of citizenship norms, duty based and engaged, correlate with how people view the role of government and how citizens side on issues such as civil rights, government spending, and public policy. People who fall under duty-based citizenship usually identify with conservative and neoliberal beliefs, meaning they favor less government involvement. Duty-based citizens tend to believe that stronger government influence creates a negative pressure on Americans and their ability to be individuals. This limited form of government encompasses the value of civil rights. Contrastingly, engaged citizens, who are more liberal, favor more government involvement and view this involvement as the government’s responsibility to protect the rights guaranteed to citizens. Engaged citizens typically favor higher government spending to provide certain services to the American people.
