Answer:

The Compromise of 1790 was a meeting established by Thomas Jefferson with James Madison and Alexander Hamilton in order to move the capital of the United States from New York to the Potomac. The compromise was proposed to Alexander Hamilton by James Madison and Thomas Jefferson in exchange of votes to pass Alexander Hamilton's Assumption Bill. This resulted in the Assumption Bill being passed through Congress and for the Residence Act to be adopted. Thus creating Washington, D.C. and establishing it as the capital of the United States.
