To understand the differences between hard and soft power, one must first define power. The word "power" finds its root in Latin, 'Potere' which means 'to be able to'. This may be physical or ideological or both. Kenneth Waltz defined power as the capacity to produce an intended effect. The concept of "hard" power and "soft" power was introduced by political scientist Joseph Nye in 1990 in the context of the cold war. Hard power by its nature is more forceful, direct and observable in influencing other nations to act a certain way despite their objections. Nye claimed, "hard power is the ability to do things and control others, to get others to do what they otherwise would not". This, however, does not necessarily mean violence but rather, the use of coercion and reward. This is also known as the stick and carrot. The stick involves influencing a country to behave a certain way to avoid punishment or other disincentives (eg. sanctions)while the carrot entails that the country will be rewarded if it acts in line with the influencer's wishes. Soft power, in contrast, is the ability to make others genuinely want to act in a manner the influencer wants them to act in. The means of soft power include a democratic government that provides dignity and freedom to its citizens, education in terms of human capital, enterprises that attract investment in host countries, and rich influential culture. Collectively, the means of soft power with the advent of the internet and globalization provides great influence to countries who enjoy soft power. According to Brand Finance’s Global Soft Power Index 2021, Germany enjoys the most soft power in the world at the moment.
