The Queen serves as the head of state and only has a ceremonial and symbolic role today, but she has many powers on paper that she does not exercise. Parliamentary systems, such as the UK make it easier for the ruling party to pass legislation, whereas the presidential system of the US has more checks and balances and power to the minority, so the policy-making process generally takes longer.
