Who first said the term "United States of Europe" and who reused it after WWII?
The first person to use that term was French author Victor Hugo in 1849 during the International Peace Congress. It was then reused by British Prime Minister Winston Churchill in 1946 while delivering a speech in Zürich, Switzerland. It was not the first time Winston Churchill was advocating for such an idea. As a matter of fact, he first talked about it in 1930; back then, he was already excluding the participation of the British Isles in such a plan saying: "We see nothing but good and hope in a richer, freer, more contented European commonality. But we have our own dream and our own task. We are with Europe, but not of it. We are linked but not compromised. We are interested and associated but not absorbed." Another Austrian author was really important in the development of this idea of intertwining the European nations together, it is Richard von Coudenhove-Kalergi in his Pan-European Movement pamphlet.
