In a certain year, the Bureau of Labor Statistics determines the Consumer Price Index (CPI) to be 104.7. The following year, the CPI is found to 108.4. Based on this data, what is the inflation rate from the first year to the second?
The CPI is a ratio that uses weighted averages to determine the change in prices of a basket of consumer goods over time. To determine inflation, we must find the percentage change in the CPI from the first year to the second. To do this, the CPI of the first year is subtracted from the CPI of the second year, then divided by the CPI of the first year and multiplied by 100. 108.4 - 104.7 = 3.7/1 = 0.0353*100 = 3.53%. Inflation was 3.53%, meaning average prices rose by that much over the course of a year.

Oil and vinegar do not mix because oil is a nonpolar substance and vinegar is polar. Nonpolar substances do not have a charge on their molecules, whereas polar substances have partially charged molecules. Because the nonpolar oil is not attracted through charges to the polar vinegar, the two substances do not mix. Remember the phrase "like dissolves like." Nonpolar substances can dissolve and mix with other nonpolar substances, and polar substances can dissolve and mix with other polar substances.
