Writing is a long process and requires the right mindset. Whether this is creative or scientific writing, the words are sometimes hard to formulate. Let's start with a word blurt/brain dump. Let's get your ideas out of your head to see where we can start. Have you been provided a rubric or guideline for the paper? What type of writing are we trying to do? Based on this, we can get started on a general structure for our writing and then look to revise voice, grammar, and general professionalism once we have the framework together.

What is the cognitive dissonance phenomenon?

Cognitive dissonance is essentially when a fact that you are aware and knowledgeable of is in direct opposition of a thought or feeling you have. For example, an individual that knows smoking is detrimental to health but still participates in smoking would be dealing with cognitive dissonance. Cognitive or cognition is related to thinking and thoughts. Dissonance or the prefix "dis" lends us to know that this term means inconsistent or not congruent. When trying to remember the phenomenon of cognitive dissonance, remember the key components of each word, and create an example, like the smoker's example I gave above, to create an understanding of what it actually means in application to your life.

Should I prepare for the ACT with vocabulary words?

As someone studying to take the ACT, you should definitely have a proficient vocabulary; however, it is not necessary to spend a majority of your study time in the vocabulary books. The SAT exam is more geared towards those types of questions, whereas the ACT is not going to demand that much vocabulary knowledge of you. Within the English and Reading sections of the exam, you should focus more on your reading comprehension, critical thinking, and grammar/punctuation skills.
