For a start, I would look into the communication levels of the office. Are people approaching you with issues to be fixed, or are they silently putting up with problems? If they haven't been bringing up problems, it is up to you to talk to them, either as a group or on an individual basis. Once you have collected apparent issues, you can then hold a workshop with your employees to delve into the root causes of these problems -- the major things which are causing all other problems. Involving your team in this process will enable them to feel like they are part of the solution, and that their opinions matter; any solutions will then stick and help to improve the overall culture of the office, and engagement will increase.
