We know that the properties of H2O make it expand as it transitions from a liquid state to a solid state. The molecules move much slower when water freezes, but they sit in a position of increased surface area. When H2O is in a liquid state, the molecules move faster and move around more, but the molecules are packed more tightly together. Because of this, as the ice melts, the level of H2O in the glass will slightly decrease, and will hit its lowest point when all of the ice has melted.
