The Zimmermann Telegram was sent by German officials asking Mexico to join the Central Powers if the United States entered into World War I, with the promise of rewarding Mexico with territory that they had once owned in the Southwest United States. Published March 1st 1917, the report helped to shift ideology away from isolationism and shape support for U.S. entry into WWI. The United States formally declared war on Germany and its allies April 6, 1917.

First, it is important to understand that there is no one-size-fits-all design for democracy. There is a political spectrum from authoritarianism to direct-representative democracy. Next, there are a few main components that correlate to the sustainable democracy. These factors include: 1) How recently the nation became a democracy, 2) The type of government of neighbors in the region and allies, and 3) The protection of civil liberties (like the right to vote) and private ownership of assets (like land). Thus, countries that are a) newly democratic b) the only democracy in the region and with no allies and c) do not have the ability to protect citizens' rights and liberties, are most likely to fail.
