He should select venturi meter. Reason : For flow measurement in orifice and venturi meter, We have to convert one form of energy to another. you can say, we measure flow rate of stream on the expense of pressure drop in the stream.Due to pressure drop, some of energy is lost, that are unrecoverable.For orifice meter this energy loss is great because of its sudden contraction and energy recovery is very less but in case of Venturi meter this energy recovery is good bacause of it's diverging and converging cone in the design that helps a lot in the recovery of power as diverging and converging cone doesn't allow sudden expansion and contraction of fluid that is root cause of energy losses in orifice.
