The first step should be to rule out any abuse or sexual assault that may have occurred. This is a delicate conversation and may require other professionals (police, school administration) to become involved. If no abuse or assault occurred, the school counselor needs to cover the limits of confidentiality. That means he should tell the client that unless she tells him she is a harm to herself or others what they discuss will stay between them. The school counselor should them create a plan for the client. This may include weekly meetings, resources for sex education, connecting her to community and school resources, and a plan to eventually bring her parents into the conversation with the counselor present to promote healthy and safe family reactions.
