Describe the core difference between a unitary state and federalist state.

A unitary state is one in which there is one central government in full control of all aspects of the state. Other levels of government may exist, but they exercise the authority granted to them by the unitary government and are therefore subordinate to them. A federalist state is one in which authority is divided amongst two or more levels of government. The division of powers is set out in a constitution, and neither government can exercise control over the other or take control away from the other.

Plan to release the news in a quiet way and on a day that will limit its exposure, such as a Friday or holiday. Release the bad news with as much other news as possible. Depending on the severity of the news and its reaction, schedule media interviews with select outlets and prepare your client for media training and previously developed media lines and key messages. Reach out to affected stakeholders with a stake in the news to ensure they're informed, briefed, and prepared for any fallout or media.
