Although, when using a question mark in a quote, it depends on if the quote itself is a question. If the quote is a question, the question mark goes inside the quote like: Gary said, "How could you be so cruel?". If the quote is NOT a question, the question mark goes outside of the quote like: Did you mean to "panic the public" when you said that?
