It is not about the whims of young love, but rather about the hate of the adults in the play that interferes with the innocence and purity of young love. This causes Romeo and Juliet to die and thus instills the tragedy of the play.

He is a representation of how the reader feels, always watching but never able to influence the story. He is caught in the current of the story and is as much along for the ride as those who are reading.
