The bicameral (two-house) structure of the United States Congress is the product of what is known as the Great Compromise. At the 1787 Constitutional Convention the attending state delegations disagreed on the form representation was to take in the U.S. Congress. The larger states favored representation by population. The smaller states, feeling this would give an unfair advantage to more populous states, favored equal representation. The solution was the creation of a two-house congress (a lower house, called the House of Representatives, and an upper house, called the Senate). Representation in the lower house would be based on population, while representation in the upper house would be based on equality. In the House of Representatives, more populous states have a greater number of delegates. But in the senate, representation is equal. All states, regardless of population, have two senators.
