What is the most important part of effective web development?
The most important part (aspect) of effective is reverse design. Starting the "mapping" of the layout, design, navigation & utilization of the website as a whole, and each page that plays a role in the operation of the website.

Why is the functionality of a website the most important aspect of web design?
Very simply, websites must be extremely user-friendly, if not people will abandon the page. A web designer must not think like an engineer in creating a web page. He/she must think like the end-user and how they will use the webpage to accomplish a given task. The most effective way to achieve this goal is through reverse engineering, or taking apart existing websites to identify operational liabilties, vulnerabilities as well as attributes that aid in a positive "customer" experience.

Why or how did the breaking of the Enigma Code at Bletchley Park help to end WWII two years early?
Alan Turing (and his team) worked secretly at Bletchley Park in rural England to break the Enigma code (used for German U-boats to communicate with Berlin). The breaking of the code and the eventual use of the technology divided by Alan Turing was influential in ending WWII (in the European Theatre) up to two years early and is doing so saved the lives of millions of Americans (of past, present & future generations). Not only did Turing understand the complexity of how he could break the Enigma code he brought his ideas to fruition and he and his team had the intelligence to understand that keeping this information from the British military was the only way to keep the Germans from understanding that the Allied powers had broken the code. Turings concepts in the breaking of the Enigma code is the backbone of modern computer science and computational thinking as we know it today.
