How are the number of electoral college votes per state determined, and how often does this number change? Explain in detail.
The number of electoral college voters are determined by adding the number of House of Representative members to the number of Senators each state is allotted. So, for example, since Ohio has 16 House members and 2 Senators, Ohio has 18 Electoral College votes. The exception is Washington DC which even though it has one House member who can't vote and 0 senators they by law are allotted the minimum number of possible electoral votes which is 3. These electoral college numbers are readjusted every 10 years with the new Census because the findings of the Census could show that states may lose or gain US House of Representative members. For example, between 2001-2010, Ohio had 18 US House of Representative members, so it then had 20 Electoral College votes because 18 House members + 2 Senators= 20 Electoral College votes.
