The common school system came about in the 18th century. it was a system in which students of all ages were educated in one class under one teacher. Education was not free. Parents and communities paid for their children to attend through tuition, room, and board for the teacher, or supplying other commodities. The progressive school system came about in the late 1800's and was founded by John Dewey.
