Water expands when freezing because of hydrogen bonding. As water goes below zero degrees Celsius, the orientation of hydrogen bonding changes and crystalline networks of ice form. This arrangement causes water molecules to be further away from each other. As a result, the ice formed is less dense than liquid water.
