"Bread and circuses" refers to the Roman policy of cheap food and free entertainment to distract the masses from how bad their lives were at the time. Most people were unemployed and lived on daily labor if they could find it. Thus, Rome had to provide a ration of grain for them and put on gladiator battles and shows to keep them at peace. Although Rome seems like it was a paragon of civilization, this demonstrates that there were significant economic and social problems plaguing them in this period.
