Some elements in Japanese military leadership believed that a surprise attack on the US navy based in the Pacific would be able to effectively knock the US out of being able to contest new Japanese gains in Asia and beyond. It is against the normal rules of engagement, and while this surprise attack is remembered as horrific and without honor, it should be noted that the Japanese learned this first strike naval policy from the British who destroyed the Danish fleet at Copenhagen without first declaring war, for fear that the Danes would join Napoleon and Britain would have to face a combined French-Danish navy.
